Plus the IG has no power to compel testimony of people who were involved but are no longer employed by the federal government. So much for Loretta Lynch, Comey, Brennan, Clapper, Susan Rice, McCabe.
Which, is why Rosenstein has offered to do it this way. He appears to be agreeing to Trump's wishes to investigate (among many other things) the slow-walking of requests for information while slow-walking them through an IG investigation!
