A semi-legitimate threat. A sufficiently sophisticated, high-altitude burst, carefully times to have maximum effect, delivered with pinpoint accuracy to specific coordinates, may very well work. Considering the sloppiness of his operators’ performance, it is highly unlikely that a tinpot like Kim Jong Un could deliver such a punch.

As I read it, the author was quoting an EMP denier. If you read on, she attempts to give somewhat of a brief but balanced analysis of a potential EMP threat. Being a diehard prepper, she doesn't put all her eggs in the EMP basket, but allows for power grid problems of varying degrees from other sources.
