Where are they going to go, without a visa? And visas are almost impossible to get! Their system is based on a LOTTERY. You must pay XXX for each try/ticket and if you win one, it doesn't cover anyone but the ticket/visa holder.

A great way, for non-farmers, to get out, now, is IF they work for a large company that has offices here, and get sent here to work. That doesn't mean that they can automatically stay here forever, but it's a far easier way for them to get out, bypassing the execrable visa lottery in RSA.
