In the government it is standard practice to place problem employees into HR as a temporary parking place until the system can figure out what to do with the employee.

IMO Strzok in under investigation for leaking by the DOJ. It is why DOJ and the FBI have been reluctant to provide information about him or allow him to speak with the Congressional committees. They are afraid the investigation will be compromised.

When a problem employee is transferred to HR they are not normally given a job or any responsibility. They are normally parked at an empty desk with no telephone or computer access and kept in isolation.

Not to insult my HR friends, but…

I teach online business courses for a university. I normally have students that are in a business logistics or supply chain management track.

A few years ago, I had an entire class of undergrads working on Business HR degrees.

I have never had so many problems. The basic problem was that each thought they were the smartest person in the world. In fact, they were the waaaaaaaaaaaaaay below the standard class.
