How do you tell from a distance, and inside a room what the cause is?

Strobe lights in a building are generally from a fire alarm system, and that is what has been posited here earlier.
The acoustics of the area will have an effect on what is heard,and how it is heard, including sound shadows where sound is not heard.
Can’t you ask the same question of people saying it’s muzzle flashes?
Again, watch the video. She’s very close to that window and directly in front with nothing to baffle the sound, you would hear the shots if it was muzzle flashes, but it continues flashing with no shots being heard.
Police officer at the scene, who was probably even closer, confirmed it was a strobe.
People need to stop making up things to fit their wanted narrative.
No doubt Obama made everything, including the FBI, much worse. But we should not forget that the FBI was already showing spectacular incompetence in the Clinton years, failing to detect, prevent or effectively investigate: 1. World Trade Center Bombing; 2. Oklahoma City Bombing; 3. Flight 800 and, the granddaddy, 4. 9/11.
I can’t only blame Clinton and Obama as I think the FBI and other agencies formerly known for excellence, such as DOJ and Defense, have become rotten to the core with careerist and liberals, a process that has been going on for a long time.

In less than 12 hours FBI says no “international” terrorist connection. Shooting occurs at 10:00 PST. It’s 1:00 AM in DC on Sunday night. Probably reduced staff. Think Pearl Harbor. And lo and behold in less than 12 hours the FBI can say no terrorist connection. I propose that that FBI team be assign the Trump Russia conclusion investigation. They will solve it by the evening news.

Although saying that somebody isn’t believed to be involved with terror groups is different than saying they’re NOT involved in terror groups.
It’s when I hear the immediate and definitive “NOT” that I get concerned as there’s no way to know in such a short time. I’ve not heard that yet in this case.
I don’t understand how a “second” shooter could possibly have been shooting from the 4th floor. He would have had to smash/shoot out the window on the fourth floor and that didn’t happen.
It wouldn’t surprise me if this guy was a Trump-hating registered Democrat or Bernie Sanders/Antifa supporter, that’s what the Fake News Media wants to cover up.
The shooter’s brother says he is “shocked” about what the shooter did, and yet he had not been in touch with his brother for 10 years. He’s not exactly an expert regarding his brother.
