You are focusing on color and ethnicity. Rwandans killed long known and cordial neighbors. There will be killings of neighbors and groups in the burbs. Nice middle class people will focus on killing other nice middle class people.
The elite will get what they want, a docile population, much less of it that there was before, that can be easily enslaved.
Not if they are also on the menu.
