The rights of the criminals against being identified to help lead to their arrest exceed the rights of the victims to have their assailants identified to help lead to their arrest. BART officials saw the footage and couldn't ignore the fact that every attacker's face was young and black and said to themselves, "We can't release this."

These kind of things only happen in communist states that disarm their populace for the convenience and safety of the criminals.
