I have a friend, African American, who lived in downtown DC for years. He was annoyed and angered by the constant loitering of groups of black youths on street corners in his neighborhood. His solution was for the police to select a youth at random from the crowds, and hang them by the neck from the nearest street light. He said it wouldn't take more than 1 or 2 hangings to fix the problem.And that was just for loitering.

I am not endorsing his solution -- just reporting what one African-American citizen wanted to do fix the problem.
