CUT FUNDS from law breaking cities, Re-direct funds to build wall and fund more ICE border patrol agents!

Immigration is the sole province of the federal government, as laid down in the Constitution, which was ratified and agreed to by the several States, upon their admission to the Union.

That has also been recently upheld by the federal courts, when the Obama administration sued the state of Arizona over jurisdiction in that matter.
