Exactly.
That 10% that you just mentioned that kicked in later is EXACTLY why many states didn’t want in.
Medicaid is a federal program and should be paid entirely with federal dollars. The states should have zero to do with it. Medicaid needs to be completely reworked as the federal program that it is. The states shouldn’t pay a dime towards it.
So in summation: repeal Obamacare, expand Medicaid and completely federalize it’s funding, grandfather those who have been paying their premiums and continue to do so.
Problem solved.
States run it because it's assumed they know the needs of their people. Take the states out and all you have is another monolithic federal entitlement.
