The idea that any new National Security Advisor is going to solve all these problems just by bringing in a few of his own team members is absurd. Of course Harward must install his own trusted team, but that is just the bare beginnings of the work, not some complete solution to the rampant leaking and sabotage all over the IC. The NSC does not begin to control the entire IC, not even remotely.
