Jonty30 is correct.

“High crimes and misdemeanors” are what the House charges and the Senate tries. They are not crimes an official must have been charged with prior to impeachment.

Agreed; but this implies he has actually *committed* said acts.

An impeachment cannot leave a "fill in the dotted line" when it comes to the articles.
