If it was a real story, perhaps. But... this is a NBC fake story which the rest of the MSM can now pick on by simply repeating it.

It may be a technical violation of national security law but no reasonable prosecutor could ever be found that would bring this case to trial. Lack of intent and complicated legal stuff like that. Is the sarcasm tag required here?
