Hold public hearings first and go over every bit of evidence the Russians were involved. If there is no concrete evidence, lift the sanctions.
If there is real evidence Trump should investigate and punish those that withheld this security information from him. He is the president elect so his ears should be hearing everything. Especially if we are currently imposing sanctions on Russia! If there is no evidence he should deal with the departments that put their name on this report.
