A recount isn't allowed in the case of a discrepancy between the poll books and the ballots. Why not? It seems to me that that is when a recount is DEMANDED!

....because someone could have added ballots between election day and the recount. That is the reasoning anyway.

I'm not sure why.
Maybe to stave off ballot manipulation (inventing or disposing of)? Though this is what dems live for.
