I tried to find something (e.g., identifiable Mexican license plates) that would identify this as happening in Tijuana/Mexico. The only thing I could find was some writing on a window. It said “Migrantes” (Spanish word for Migrants) so I couldn’t rule out that it is Tijuana. Someone upthread said it appeared that they could be Haitians and I agree with that assessment.

This looks like actually fake news to me. The grainy two-tone video includes no particular markers as to the date and location of these crowds of people, and having spent quite a bit of time going back and forth across the Tijuana/San Ysidro border crossing, I don’t see anything familiar or recognizable. The border in Tijuana is actually one of the few places as as I know where it is sealed, there’s no getting across illegally anywhere around there, unless you are a very good swimmer who can swim offshore into the Pacific Ocean for a couple of miles. I call bs on this story.
