it varies by state whether they count them or not when not needed to decide the result
ALL VOTES MATTER ?
I feel every ballot, absentee or otherwise, should be counted, otherwise many people went to the extent of getting an absentee ballot for NOTHING?
WE HAVE ALWAYS BEEN TOLD EVERY VOTE COUNTS...MAKE THEM ALL COUNT..
