The document Obola submitted is a PDF file.

A PDF file is not an official birth certificate.

An official birth certificate is a paper document embossed with a seal.

Can you apply for a passport with a PDF file birth certificate?

Submitted to who? Who's the document supposed to be submitted to?

No document would last very long if it's passed around to thousands or millions of people, so a photograph or PDF is used as a substitute.

Or do you actually expect to have the document in your own hands to inspect?

It is not a PDF document. If it were, it would not be possible to decompose the layers.
