That has to be an error. I think they meant only two Democrats voted against the measure. I would be interested to know why a black congressman was against it.
He is one of two black congressmen representing a predominantly rural district, old enough to have some respect for others, may have some principles, and likely figures it will sell to swing voters in his district.
sanford’s District includes Ft Benning. Besides blacks and stock dems, he has a history of being pro-military, and his district is hardly all black. It is Most of Colmbua plus a lot of southern rural agri land in Georgia. He’s making the smart political play. He’s also old, and may have residual values.

Some of us black folks had ancestors who fought for the Confederacy. Might be his reason, or he could even be one of those rare black folks who has real Southern pride.
Of the four Democrat Representatives from Georgia, he's the only one who could possibly be defeated at the polls.
