The agreement to end The War Between The States specified that Confederate veterans would be treated as equals to Federal veterans. Included were pensions, burial benefits and associated honors -- which would include flying their flag at cemeteries where Confederate veterans are buried.

It was an honorable step toward binding the nation's wounds in the wake of a bloody war fought between brothers.

In all liklihood, Congress' craven action will fail to pass muster if tested in court.

America has tons of flags — Gadsden flag, Betsy Ross flag, POW-MIA flag, a flag for every flippin’ branch of the armed forces... That argument doesn’t wash. Nobody is saying the Confederate flag is a flag of sovereignty. The issue is flying it IN A CEMETERY WHERE CONFEDERATES ARE BURIED, for cryin’ out loud.
