I reread the Cuban citizenship law. I'm less certain now about why I thought the elder Cruz lost the right to descend citizenship. Perhaps I read it too quickly the first time.

That said, the law says "iii. those born abroad, one of whose parents at least is Cuban, who have complied with the formalities stipulated by law;" I don't know if the elder Cruz filed for Cuban citizenship for young Rafael.
