I think she is trying to force a good outcome for herself by running ahead with it. Who will want to indict a female nominee? There's probably a lot of backroom stuff going on though.
The Dems don't consider it a big deal except somebody on DU told it like it is with classified. They have 2 factions over there now. One for Bernie, a lot for him, and some for Hillary.

Both Rudy Giuliani and Judge Napolitano (both with extensive reputable legal backgrounds) have said the evidence they've been privy to (by no means what Comey knows) indicates Hillary Clinton broke at least sixteen laws.
We're either a nation of laws or we are not.
Grand Jury.
Special Prosecutor.
Indictment for said charges.
Waiting for Comey's announcement and recommendations to Loretta Lynch.
