You are holding Cruz as having nothing to do with the failure of the bill. You hold him accountable because it passed the Senate? He's one (1) Senator. Sessions said he fought it the whole way. Here is what Sessions said:

He's pretty clear about it. You know full well that the American people's opposition to this bill killed it. Once an opposition has been raised it's easier to kill a bill. It takes time to raise an opposition. Ted Cruz helped buy time and give support to the public opposition. So cut your bitching that he wasn't king.

Obvious inference Sessions claims Cruz DID stop it from passing. Absurd. IT PASSED AND IT WASN'T EVEN CLOSE!
At best Cruz tried to neuter it a little in the senate. After which he ignored it because it was a done deal in the house.

If by "American people" you mean Virginia voters when they ousted Cantor (sponsor of the house bill) your right.
