That’s interesting in that determining safety in this regard would seem to go beyond the scope of the FDA which is to determine safety in people.

Is it the USDA that determines that? Or EPA?

The Center for Food Safety and Nutrition is part of the FDA. They are the organization that tests and monitors food for human consumption, including the imports.
