With biometric ID you don't need cards or chips even. You can be identified from a distance by facial recognition or even the way you walk. There are systems that can pick someone out of a crowed terminal, stadium, street, or even while driving.

Then there are finger print scanners, palm readers, iris and ear lob identification methods, body odder, the way you type, the way you use words, voice recognition (for sometime now). Eventually the ultimate in 100% certain identification methods will be rapid DNA identification.

There is a decent move titled, "Galatica" IIRC, where DNA ID is used.

Most of this technology is way ahead of where the average person thinks it is. Biometric data of individuals are being collected even now on a massive scale.

Gattaca (with Ethan Hawke), I believe, is the movie you meant to mention.

Passively scanning a crowd for ID is one thing. Stopping people and demanding to see their “papers” or whatever is another. Of course, the more they allow radicals to succeed in terrorizing people, the faster such nonsense becomes likely.
