Probably the most incompetent group of people running (ruining) a city. But, if we look closely at other similarly organized cities, it will be seem as somewhat typical.

This settlement is being proposed solely because it is in the best interest of the city and avoids costly and protracted litigation Since litigation is costly and protracted anyway, I take it the city will now lay off all the (costly!) lawyers currently on the city payroll. Hey, they may come out ahead with this strategy. Legal process? Ain't nobody got time (or money) for that!
