People are different; racial traits are different; different outcomes will come from different people all other things being equal. With that said the way the above question is worded makes whoever wrote it sound (inadvertently, I would think) like a raging racist. Simple fact is that most of the "achievement gaps", which should more rightly be worded as "inequality", that the liberals (and I include the GOP-e in that label) bitches about incessantly IS the result of the government and the socioeconomic system (read that as culture) it props up and promotes, despite decades of proven failure. Black urban culture (to which many whites aspire to) is a failure not because the color of the race it is based on, but because it is rooted in leftist dogma, and promoted by a government that steals money from hard working Americans to prepetuate it.
Personally, I think achievement gaps are attributable to innate INDIVIDUAL capabilities and the INDIVIDUAL effort expended in pursuit of achievement. There is also a small degree of pure luck, and an influence of social connections which can provide potential opportunities that may not otherwise be available.
People, as individuals are NOT, **ABSOLUTELY** not equal. They deserve, under the constitution, to be treated equally under the law.
Equality of opportunity is the ideal. Equality of outcome is idiotic.

I think “The Bell Curve” offers a much better explanation of what we see everywhere in the world regarding race, even when all the races live within the same dominant culture.
The fact that there even is a “black culture “ or a white culture” only adds additional support to the assertion that races ON THE AVERAGE are not equal.
If you honestly look at the biggest social policy failures, you will have to conclude that they are the ones that start with the assumption that all races are equal, and thus conclude that the results for the races must also therefore be equal and if they are not they WILL BE FORCED to be equal.

In 2005, 153,132 African Americans took the SAT test. They made up 10.4 percent of all SAT test takers. But only 1,132 African-American college-bound students scored 700 or above on the math SAT and only 1,205 scored at least 700 on the verbal SAT. Nationally, more than 100,000 students of all races scored 700 or above on the math SAT and 78,025 students scored 700 or above on the verbal SAT. Thus, in this top-scoring category of all SAT test takers, blacks made up only 1.1 percent of the students scoring 700 or higher on the math test and only 1.5 percent of the students scoring 700 or higher on the verbal SAT.For companies looking for super-smart people, there just aren't enough qualified blacks to satisfy Jesse Jackson or the EEOC...
If we raise the top-scoring threshold to students scoring 750 or above on both the math and verbal SAT a level equal to the mean score of students entering the nation's most selective colleges such as Harvard, Princeton, and CalTech we find that in the entire country 244 blacks scored 750 or above on the math SAT and 363 black students scored 750 or above on the verbal portion of the test. Nationwide, 33,841 students scored at least 750 on the math test and 30,479 scored at least 750 on the verbal SAT. Therefore, black students made up 0.7 percent of the test takers who scored 750 or above on the math test and 1.2 percent of all test takers who scored 750 or above on the verbal section.
