As he walked in front of the Muslim leaders and raised the hand closest to them, with the finger and the rest of his fingers in the perfect way for that sign, he smiled while keeping his face forward, and they also smiled. I have seen that film in slow motion, and there was definite communication from him to them and them to him.
Look at the forth picture down on this link for a close up of the sign and his face and their faces. He is communicating and I think you will see/understand the communication in this picture. The article also explains the exact position of the fingers in this sign and Obama has it exactly right:
