Compressed earth blocks can be made and used for walls of two stories or less. New Mexico already has code for that. They have a shortage of sand in New Mexico?....................

There's no shortage of sand. Global corporate-government interests and political folks are propagandizing fake shortages and regulating to create artificial scarcity. They are claiming that sand is scarce, so they can sit on their Heinies while further hiking prices on materials.
Compressed earth blocks don't require sand, cement, aggregate or freight costs, and they are a good material for building a house. They can be made on site. The high thermal mass can help to make a house cooler in the summer and warmer in the winter.
