It's TOTALLY the fault of the police chief, for not defending an officer who diffused a situation that was almost out of control. Instead, he should've been placing blame on the out-of-control brats and the lawbreaking they were involved in.

I'm a broken record about this: The way these riot-mongers operate is all they need is the slightest opening, and they'll go storming through, and bring their chaos to town.

100% correct. The Chief showed weakness for not standing up to the pressure.
This incoming problem is the result, they smell blood and money.
