Mostly likely, Wilson was well-intentioned and put policies in place which he thought would help. (They didn't.)
It may even be likely that FDR was well-intentioned and put policies in place which he thought would help. (They didn't.)
LBJ was a cynic who put policies in place in order to gain political power -- I don't think he really cared whether they helped or not.
But at some point, the enemies of America (such as Cloward and Piven) took a look at these policies and basically said: "These policies which people think are helpful are actually really, really harmful! We should encourage these fools to do this more and more!"
Cloward-Piven didn't start the fire. But they poured gasoline on it.
Wasn’t it LBJ who said, “I’ll have those (n-words) voting Dim for the next 50 years”?
