Not sure this is a valid metric, as most retirees get their health care at a base hospital or some variation of Tricare, not from the VA.

Many reporters, knowing next to nothing about the military, confuse military retirees and other veterans. There is some overlap, of course. For example, now that I'm a 100% disabled veteran, some retiree type privileges are accorded to myself & my family, such as shopping in the commissary & BX/PX, space available travel, CHAMPVA for my spouse, ID cards, using Morale & Welfare facilities like the Hale Koa, the Disney military accommodations and the like.

Concur with that. Should be based on tax breaks for military retirement, cost of living, medical costs, and capacity of military healthcare.
