The problem is EMP is limited to LOS. So getting a good range requires altitude, altitude is very difficult. The serious damage range for EMP is between 40 and 300 miles up. 300 miles up is higher than the ISS, and there’s maybe 2 dozen countries that can get a payload up to 40. Subsequently EMP is quite simply not a threat.
