About 25 years ago I saw an editorial cartoon with a one room school house in one panel saying "we need more funding". The next panel had the same one room school house with a ten story admin building behind it 30 years later saying saying "we need more funding".

IOW, they have about 20% more support staff than teachers actually in the classroom. The rest of the CERTIFIED TO TEACH are either at the central office or are administration.
