Who will enforce the new provisions?

Congress and presidential administrations have been picking and choosing which laws they uphold and which they ignore for years.

I smell the need for a new bureaucracy to enforce compliance, and that defeats the call for smaller government. So, how would it be determined and what would be the method of enforcement?

I had hoped that the new bureaucracy would be the several states themselves.

What good would federal picking and choosing do if the states don't let them get away with it by simply acting themselves as if the feds are operating without charter?

Would we see a Democrat administration roll tanks through downtown Dallas or Tallahassee?
