I would go with reparations, if they included a mandatory one-way ticket to any city in Africa of the holder’s choice and an automatic revocation of US citizenship.
Of course, many of them would be sneaking back in through Mexico, claiming they are illegals and they demand food stamps, education, housing, healthcare, etc.
