First, Rick should find out the distance to the nearest school, or daycare and note it. Then when he sees two or more vehicles, call the local police and report them as two suspected gays having clandestine sex near such-and-such.
Lastly, he should stop using wifi in his office. Hard wire it all.
I know California has a law that can be used against you if you just merely stop a cop and ask them a question. I can imagine a few other states doing that, if not the majority.

Get some friends driving a car with out-of-state plates (looking like lost tourists) to get some surreptitious photos that capture the plates. Or place some well hidden “wildlife” cameras video recorders.

There is a video camera jamming device that will prevent some video cameras from recording. I remember coming across them back in the 90’s when I was into buying quite a bit of spy gadgets. I don’t remember who sold them but they were also manufacturing Tempest monitors which could pickup what you were viewing on your computer screen remotely back in the days before LCD and LED computer screens.
As a person who has done thousands of hours of surveillance I can tell you that there are two basic frs of surveillance for different purposes - passive and active. Passive is the type where you don’t want to be detected; active is where the objective is to be seen and is a form of intimidation. Hard to say which type might be occurng there or if it even is but I would guess yes based on the remoteness of the location. Don’t know if you can read too much into the LEO being there unless they are there all the time because many of them just look for quiet spots to catch up on their reports or go to sleep.
As to the intrusions, if they are government they are doing a hell of a sloppy job on theft B&E’s. Its not hard to pick locks with the right tools but you would have to defeat the alarm system first if there is one which I hope there is. The sad fact is that many alarm systems can be defeated pretty easily. Ask any alarm installer (I have...lol) all they have to do to defeat it is to know what who the manufacturer is to know what the override code is; just about all have them.You can be in less than a minute with a lockpicking gun. Often on convert intrusions they will install monitoring devices like covert video cams (there are so many different types; one of my favorites is the AC receptacle because you really can’t detect it unless you pull out the receptacle; it can operate indefinitely on the electricity that it’s powered by. They may also install key logging devices on the inside of your computer connected to an interior USB port. I have seen some newgen models that send the information to an email address covertly at different intervals.
So you might need to have a security expert who has the right tools and does what is known as Tactical Countermeasures Surveillance Measures (TCSM) ; they will know what this term means and have all the gadgets; (non-linear junction detection devices is a term they throw around a lot if they’ve done government jobs). You might call one. They will have the pro devices. The regular junk gadgets they sell on the Internet are just that and don’t work well. Don’t waste your time on them. If they do it for a living they’ve spent a lot of money on their tools and some of the professional units get up in the tens of thousands of dollars.
Now that I’vevreally made you paranoid, the best thing you can do for now is to put hidden night vision cams in, a good alarm system and batten down your hatches. Sleeping in your office with a gun doesn’t hurt either...: )

Best answer. My opinion being “the snooper” whose been snooping around at 4:30 am. P.S. don’t leave any trash outside for inspection and use a good crosscut shredder. If you DO want to have fun pee in the trash and pour LOTS of coffee grounds in there. Also add LOTs of needles and Sweet and Low too so they can waste money at the lab analyzing it to see if it’s cocaine...: )

The funny thing about this guy is that he’s not even Russian. He’s a guy from Georgia who got into trouble with the ATF for buying Class 3 weapons and using them on some farm land...: )
The next thing I'd do is hire an investigator to come in and carefully scan the house and office for "bugs".
Certainly hiring someone for security is a good idea but that could be costly......As far as the local police, can they be trusted?
At the risk of being repetitive or just obvious:
Have your office, home, car, dog, etc., swept for bugs active and passive.
Have your computers, phones, tablets, kindles, ithis, ethat, etc. examined for malware and any other unsavory treats. By a trusted professional.
Get the license plate numbers of your “visitors.” Get someone to run them (P.I. or cop) and identify who owns the vehicles. Note the vehicle numbers of any police cars that stake you out.
Cameras in/around your home, in/around your office that real-time forward to offshore/remote servers. Backup power so they can’t disable them. Make sure they cover your driveway and the road in front of your home if possible.
Change your locks, alarm codes, passwords, etc. Secure your wifi.
Keep a close eye on your dog. Don’t let him outside unsupervised, or any place someone might get to him. Chip him.
Don’t accept any suspicious or unexpected packages. Do not bring any dubious packages inside your house for risk of being SWATed.
Have an attorney and a security professional on retainer and speed-dial.
Don’t put yourself in any compromising positions or any situations where you could be set up, or set upon. Do not be alone (car, office, elevator, etc.) with any female you don’t know well and trust. Do not be alone with any children whose parents you do not know and trust.
Be switched-on at all times. At home, at work, on the road. The next step in escalation after surveillance and intimidation is Direct Action.
Carry.
Report any suspicious activity to a member of local law enforcement whom you know and trust. Get copies of the report and put them in your attorney’s safe. You want a paper trail to prove harassment or intimidation if things go south and you have to act in defense of self or others.
That should cover most of the bases.

scary isn’t it?! I must admit, I would have walked around and taken pics of their license plates. and maybe their faces. I’d get a second set of security cameras, hidden cameras and install them myself, so they wouldn’t know.
I’d get a bug sweep done too.
I’d be a little bit more proactive then he is, I must say.
Welcome to the world of being a Christian who’s trying to get truth out. BTDT. Hubby and I would rip apart our old computers and thow them in the bags after cleaning up after our dog because the snooping was so ridiculous. We asked our security guy, and ex SEAL who ran a security company to sweep for bugs. Never heard from him after that. Eventually, one just gets used to it and trusts God’s protection. We like to mess with their heads though when the opportunity arises. We’ve been dealing with this for probably 2 decades, if not longer.
