The author is claiming that blacks are too stupid and clueless to know how to get an ID.
Man, I hate racism like this author promotes.
You need an ID to drive, attend school, buy liquor or smokes, get Social Security, welfare & food stamps, board a train, ship, bus or airplane, etc., but they’re saying many don’t have one? LOL
