Does this truly portray that the Governor of Illinois actually believes employers ask (and believe) applicants about their criminal backgrounds or is this just piss poor reporting?
Employers do these searches with online services. Many positions, including Chicago Public Schools I suspect, require clean background checks and a whiz quiz.
It is only a matter of time before felons are made a protected class, and affirmative action quotas are mandated for hiring felons.

Too bad it is such a burden for these folks trying to make money for themselves and employ and make money for their employees that they will just buck up and not take this to high courts.
here is a solution, a quick and dirty ‘First Interview’ of all the potential hires before doing the check. followed by the REAL interview after the check comes back clean.

Criminals constitute a sarge and rapidly-growing segment of the Democrat base, so of course he needs to cater to their needs.
So... a daycare can’t do a background check on a prospective employee to see if he isn’t convicted of sexual abuse of a child?
So potential employers must first invest the time and energy to conduct an interview and determine if a candidate is qualified for a job. Then they are allowed to do a criminal background check etc. only to find that the applicant has some disqualifying conviction in his/her past.
If employers are not going to or simply cannot hire someone with certain criminal convictions then delaying this check until further down the hiring process just wastes everyone's time and money and no Gov. it isn't really going to give anyone more of a chance. You can't change the past. Bad decisions and bad character are what they are.

In Maryland, many criminal court records are posted online in public records, even speeding tickets and divorce.

These are two completely different things. In my experience, background checks are very rarely done on people until we've decided to hire them. Why? Because they cost money. So if that's what the law prohibits, it's completely useless.
Asking, "Have you ever been convicted of a felony? If yes, explain." on a job application is completely different. If that's what the law prohibits, it's completely asinine. For instance, (at an extreme example) I'd never hire a convicted child molester to work in a day care. Doesn't matter how "Well-qualified" and "Rehabilitated" the person is.
Another reason to move your company out of IL. What in the world are they thinking???

The trouble is it may not be a 'second' chance. We have career criminals that shouldn't even be on the streets.
Illinois is bordered by Wisconsin, Iowa, Missouri, Kentucky, and Indiana. So why not “outsource” your employment screening just over state lines?
Not the whole business, just the office that handles new hires. And if it ends up hiring people in those other states willing to relocate to Illinois, no problem.
