The federal snipers, several of them — I don’t know if you know this — but they were paid mercenaries. They’re contractors. They’re paid hit men.

With all the police-type agencies the feds have I'm sure the snipers, if that's what they were, came from one of them. They don't have to go outside of government to find a marksman who can shoot someone.
