What happened in 1859-61 regarding the tariffs? Do you actually think that they stayed the same as the 1850s?

It doesn't matter what happened after secession. So you tell me, what was the big event regarding tariffs in 1859/1860?

The only reason the Morrill tariff passed in 1861 was because there were no southern congressmen left to oppose it, their states had already seceded. The Morrill tariff would not have passed without secession.
