And in fact, the only methods of reproduction for a standard copy of a vital record, according to the duly-enacted Administrative Rules which cannot be changed or violated without first going through the due process to change those rules, are microfilm copies, photocopies/scans, or typing. NOT computer abstracts. Computer abstracts are only allowed for ABBREVIATED copies.
If it was taken out of the fire proof "vault" records room and placed in some file cabinet, say in her office or wherever, then it's not safe from fire, flood, etc. At 5 pm, the "vault" is locked up tight and would take a concerted effort to open whereas a file cabinet can bet opened with a swift kick to the bottom or a letter opener by the night cleaning crew in 5 seconds flat.
