To be brief:

Onaka verified that information "matches", which is worthless. To illustrate why it is worthless, observe:

• I have a paper with 5 data elements
• You have a paper with 3 data elements
• Your three data elements match 3 of my 5 data elements

What of my other two data elements?

What might those other 2 data elements be? Those elements would be amendments. An amended or late BC is required by HI law to be marked so.

So why wouldn't a certified BC be provided when it is reputedly posted on internet?
