They are actually debating a law in Texas today to penalize police if they try and stop someone from recording them.
Can you imagine the outcry from the MSM if police told them to stop filming something.

DHS and other federal agents DO NOT want to be photographed, especially if what they are doing is not particularly authorized by the constitution, and in fact, is distinctly prohibited by the constitution.
This is not because such incriminating photographs, even of them committing blatant criminal acts, will ever result in them being prosecuted for those acts, especially with the current regime clinging to power; but it will be an unpleasant “public relations” gaffe that will make the official White House propagandist uncomfortable while denying it ever took place, and accusing those who mentioned it of being anti-American, in some bizarro world sort of way.
And, if you even think of ascribing *any* legitimacy to this at all, let me remind you that the *first* thing that is done in such terrorist attacks, as was done in Boston, is to shut down the cell phone towers in the area. So detonating any further bombs with cell phones is not a real problem.
What is, is using those cell phones other feature: photography. Which is *specifically* what they want to discourage.
