Fox is incorrect, to be a natural born citizen your parents must be citizens and you must be under the jurisdiction of the USA at the time of your birth. So the question becomes was Cruz under the US jurisdiction at birth? In the case of McCain (and all US service members overseas) the answer is easy, Yes. In Cruzs' case the answer is not so easy, a good argument can be made either way. So Fox declaring "No" is a bit premature. My inclination would be to say Yes if your parents (both US passport holders) were just temporally over seas (tourist, visiting relatives, business) and No if your parents were living abroad.

Fox is correct. Cruz is not eligible. He isn’t a natural born Citizen born to two U.S. citizen parents.
