In general, people fail to realize and accept that the current President and his girl are Third World by birth and experience. That means they will honor their own. In short, it depends upon ones perspective. Third World by and for Third World; that should not be too difficult to understand, even for a trivial vacuous Euroamerican of 2013 A.D..

The decision to honor Ibrahim reflects poorly on the State Department, which is either incapable of doing the minimum amount of research required to find out who she is, or does not care that the secretary of state and First Lady are about to honor an anti-Semite who longs for violence against Americans.

They forgot door #3: They agree with her!
