Where would Dorner get a SAM? It would be either stolen from the military or smuggled into the country.
Unless there is some idiotic DHS program to dole out SAMs to police departments.

While I sincerely doubt he has any type of MANPAD, I do think it's worth recalling that back in September 2011, NYPD Chief Kelly was interviewed on 60 Minutes, and made a cryptic comment referring to the NYPD's ability to shoot down an airplane. This raised some eyebrows, and in the days following the interview, both Kelly and Bloomberg backtracked saying that they had a .50 sniper rifle they could fire from a helicopter and that was what Kelly was talking about. Needless to say, the explanation met with a lot of skepticism.
My point is, again, while I truly doubt Dorner has any type of SAM, the notion that a police officer in the NYPD or LAPD could get their hands on one may not be as far-fetched as it may at first seem...

The guy was a cop.
If he happened to pull over somebody with a broken taillight, he could easily noticed an RPG in the vehicle.
Take the RPG, issue a strong verbal warning, and let the driver go.
Nobody is the wiser.

Perhaps TWA flight 800 style? It's off topic but a shoulder launched SA-7 would have homed in on an engine and most likely not have downed Flight 800. The airliner would have been almost out of range when it was "hit." Also, SA-7s and a lot of other missiles burn for only one or two seconds so there would be no "fireball" streaking towards the plane.
