I am the one that “conveniently” found that 1961 VSIM. Now, I know you are not implying that I played some deep game, because that would be rude and wrong.

Prior to contacting the CDC headquarters I contacted about 30 State Archivists to see if any copy existed in a State Archive - because Corsi had implied to have found his copy in the HI SA.

Turns out that prior to my contacting the CDC, Zullo and Corsi had, and that’s when Zullo had the extended go round with the same manager/director (as it turned out) that I contacted. She is the one that TOLD me the one she was sending me was the thing I was after. She was bitchy about it. I will state again that I do not think it likely that just a couple of race codes were changed 10 days after obama was born.

On page eleven of that manual it instructs that if race of one parent is omitted or unknown - code race of child the same as the race given of the other parent.

If the racial entry for both parents is omitted or unknown, code 1 WHITE.
Recall - THESE particular codes were NOT applied to the certificate forms in the offices at Honolulu. These federal codes were entered onto punchcards to later be compiled into summaries. The FEDERAL coders were looking at microfilms of the birth certificate forms, not the paper forms. The federal coding had nothing whatsoever to do with anything other than collecting statistical data/trends. It had no impact whatsoever as to what appeared on those birth certificates. Some codes likely paralleled ones used at the local level, but other than that these federal code books have zero impact on this topic.

The way Corsi was spinning this one would think that the feds first used (in ‘61) the code chart that The Daily Pen had up, then revised the manual - but only the race codes - ten days after obama was born, then revised the codes back to the way they were in 1968.

BUT the federal VSIM is completely unimportant really - because the coders never put those codes onto birth certificate forms, the federal coders were harvesting info from these certificates - not applying it.

And if nothing else, you can use drama queen language like this to try to shield the "VSIM" from criticism. Let's drop that right now. This manual wasn't posted at any official government website, so all we have to go on is the word of a blogger. I take that for what it is. If there's an electronic trail to an independent party, then it might mean a little more. We do have census reports and natality reports available at independent, government websites which gives a somewhat greater degree of reliability to the historical accuracy and provenance of these manuals and documents. I pointed out then and I'll point out now that this alleged manual that you dug up does NOT jibe with other historical reports available from that time period. And, it's dated AFTER Obama was born, so it is virtually useless. We don't have to speculate whether codes would have changed with 10 days or 10 years. "Dr. Conspiracy" tried to run with some similar documentation, and I pointed out several errors that undermined his claims too, plus he intentionally mistated several facts. If you're really concerned about the facts, then focus on the facts instead of trying to have a pissing contest with Jerome Corsi.
