Yes Stevens had a cell phone but whether it worked in his “safe room”, or whether he was unrestrained enough to use it, is tbd.

An open source report which probably has disappeared indicated that a Libyan national at the hospital where Stevens’ battered body was deposited, the next day (over 7 hours after the attack) “found” his cell phone and started dialing numbers until someone answered
