Why would the DHS be buying half a trillion bullets? Sounds to me like they are expecting bad things to happen.
That’s a lot of Target practice. For what purpose?
The DHS thing is a long-term pre-approved contract. They’re not going to buy them all at once but when they do buy them the paperwork will have already been done for the purchase. This way saves millions in administrative costs and is actually a very practical and sensible thing to do.
